-Why would the answer be se promenait?

Pendant que Fifi (l'approcher) Jean-Luc reculait.
- Why would the answer be l'approchait?

When you have a sentence with two actions:
While Fifi was coming near, Jean Luc was stepping backward.
to translate a past continuous action we use the "imparfait" in French, so:
Pendant que Fifie s'approchait, Jean-Luc reculait.
If you want to translate Jean-Luc was walking arround, you must say:
Jean-Luc se promenait dans le parc.|||Since the last word is imparfait, it means the whole thing happened in the past. That would be the same thing in English.
